Li Xinchuang, enjoying special allowance approved by the State Council, is Professorate Senior Engineer and registered consulting engineer (investment), President and Chief Engineer of China Metallurgical Industry Planning and Research Institute (MPI), Vice Chairman of China Iron & Steel Association (CISA), Vice Director General of China Energy Conservation Association (CECA) as well as Director of Technical Economics Branch of the Chinese Society for Metals.

He has participated in and undertaken development planning of China’s iron & steel industry from the “Eighth Five Year” to the “Thirteenth Five Year”, and invited to be the member of expert committee of National Development Plan in the Fourteenth Five Year Period. He has participated in and undertaken development planning for several hundreds of domestic and overseas iron & steel enterprises, as well as early stage debate for key projects. He has participated in the 25th US-China Joint Commission on Commerce and Trade and G20 Steel Forum, as well as a number of international planning consulting meetings and cooperation negotiations. He has a good reputation because of rich experience on project management and in-depth research on industrial development and market dynamics.

李新创，正高级工程师，注册咨询工程师，享受国务院政府特殊津贴专家。现任冶金工业规划研究院党委书记、院长、总工程师，兼任中国钢铁工业协会副会长、中国节能协会副理事长。先后主持或参与完成我国钢铁工业“八五”至“十三五”规划及相关产业政策的研究制定工作，被聘为“十四五”国家发展规划专家委员会委员。主持或牵头承担国内外数百个钢铁企业的发展规划和重大项目的前期论证工作。先后代表国家参加第25届中美商贸联委会、G20钢铁论坛数轮谈判，并参与众多国际规划咨询和合作谈判。拥有非常丰富的大型项目组织经验，对行业发展和市场动态有着深入的研究，在行业内具有很大的影响力。
